On May 18, 1950, the City Council approved the purchase of 10 acres on the south side of Appleton for a new, small elementary school. The cost of the land was $11, 200. Stephen Foster Elementary School opened on September 19, 1955 with eight classrooms for 281students. Each room in the new school building was decorated to represent a Stephen Foster song and its lyrics and Stephen Foster's niece came to visit the new school in September, 1955. The original L-shaped school was designed to allow for an 8-room addition that was opened on January 3, 1962 to accommodate the growing student population that numbered 350 students. The new LMC was added in 1991 and in 1995 the Student Council worked with the staff to improve the landscaping in the front of the school and to plant trees along Foster Court. In 1998 a Memorial Garden was established on school grounds for Judy Verkuilen, a former LMC educational assistant.

ALUMNI:
Don Werner, a former Foster student, graduated from East High School in 1971 and was drafted by the Cincinnati Reds to play catcher in the professional baseball league.
