253.1

APPROVAL OF HANDBOOKS

In order that pertinent Board policies, administrative regulations, and school rules and procedures may be known by all staff members, students, and the community, District administrators, department heads, and principals have the authority to issue staff and student handbooks as found necessary and desirable.

To avoid any potential ambiguity, nothing in this policy is intended to be a rule or order of the Board creating a governmental body, or requiring the convening of a governmental body, for matters involving administrative meetings or administrative decisions with respect to the development and dissemination of handbooks within the District.

In the event of a conflict between any provision of a handbook and a policy of the Board of Education, the Board policy shall control except (1) as otherwise required by law; or (2) as otherwise approved by a decision of the Board (e.g., to avoid an unreasonable outcome where someone reasonably relied on a handbook provision and the Board determines that enforcing the conflicting policy would impose an unjustifiable penalty on such person). Further, where a provision of a handbook represents the entirety of, an excerpted portion of, or a direct summary of a separately-maintained Board policy or Board-adopted rule, any Board-adopted change to the associated policy/rule shall be deemed to simultaneously amend the applicable Handbook provision(s).
