Student Personal Device Policy: What Families Need to Know

Recently, Wisconsin passed Act 42, which requires school districts to formally prohibit the use of wireless communication devices during instructional time.
In response, the Appleton Area School District reviewed the new law and updated our Board Policy 443.5, Student Use of Personal Wireless Electronic Communication Devices, to ensure it aligns with state requirements and formally reflects practices already in place across our schools.
This update, effective for the 2026-27 school year, brings district policy into compliance with state law while reinforcing expectations that have long guided classroom learning and student behavior. The Appleton Area School District wants students to be able to focus on learning while also helping them learn to use technology responsibly.
What devices does this include?
This policy applies to personal devices such as:
- Cell phones
- Tablets
- Laptops
- Smart gaming devices
- Smart watches or wearable technology
- Any other device that can send messages, make calls, take photos/videos, record audio, or access the internet
When can AASD students use their personal devices?

Elementary and Middle School: Elementary and middle schools follow a bell-to-bell expectation, meaning personal devices may not be used from the start-of-school bell until the end-of-school bell, including lunch periods. Devices should remain turned off and in their backpack or locker during the school day unless an approved exception applies.

High School: Personal devices may not be used during instructional/class time. Students may use devices during their individual lunch period and passing times but must put them away once instruction begins.
When are exceptions allowed?
Students may use a device during instructional/class time if:
- There is an emergency or safety concern.
- The device is needed for a documented medical reason.
- The device is a necessary assistive technology that is documented in the IEP or 504 plan.
- A staff member has specifically approved its use for a learning activity.
What should students do with devices during class?
Unless an exception applies, devices should be:
- Turned off or silenced, as directed by the school.
Elementary and Middle
- Stored in backpack or locker.
High School
- Stored out of sight during instructional/class time.
Can students use devices before or after school?
Schools may allow limited use before school, after school, or during other non-instructional times. Each school may have additional rules about when and where devices can be used.

- Students should not use personal devices to contact staff through personal phone numbers, email addresses, or social media accounts. School-related communication should take place through District-approved platforms, such as district email.
- Bringing a device to school is a student's responsibility. The District is not responsible for lost, stolen, or damaged devices.
What is considered inappropriate use?
Students may face disciplinary consequences for:
- Recording or taking photos in private areas such as bathrooms or locker rooms.
- Taking or sharing photos, videos, or recordings of students or staff.
- Cheating or using devices during tests.
- Cyberbullying, harassment, or threatening messages.
- Sharing inappropriate content with other students.
Does the policy apply outside of school?
Yes. The District may respond to off-campus online behavior, including social media activity, if it substantially disrupts the school environment or affects student or staff safety.
What happens if a student violates the policy?
School staff may confiscate a device if there is reason to believe it was used in violation of school rules or Board policy.
Possible consequences include:
- Conversation with student by building administration
- Parent/guardian notification
- Loss of technology privileges
- School disciplinary action
- Suspension
- Recommendation for expulsion
- Referral to law enforcement when appropriate
What if families need to get a hold of their student during the school day?
Families are encouraged to use Canvas messaging, contact the school office to have a message shared, or follow school-specific communication procedures when they need to reach their student. Depending on the school and circumstances, students may also be able to use a classroom or office telephone to contact a parent, guardian, or caregiver.
If an emergency affects the school or district, the district will share timely updates with families through Infinite Campus, its Student Information System, and other available communication methods, such as email, text messages, and phone calls. Families are encouraged to monitor these communications for information and guidance, including how and when they may communicate with their student. This helps ensure school phone lines remain available for emergency response and coordination.
